Health & Safety: Building the Industry of Tomorrow Through Prevention

Health and Safety is often measured through procedures, inspections, training and compliance. But in my experience, a strong safety culture is built on something much more fundamental: trust. Employees need to believe that the people leading them genuinely care about their safety, and that the workplace itself is designed to support safe work.

Rules can define what should be done. They cannot, on their own, create the conditions in which people want and are able to work safely.

I do not believe safety should be viewed as something that comes first and everything else follows. Safety should coexist with every decision, every process and every activity. It should be part of how work is designed, planned and performed—not an additional step added afterwards.

Prevention Starts Before the Work Begins

One of the biggest challenges I have observed in industrial environments is the tendency to give safety improvements the attention they deserve only after something has gone wrong. After an incident, priorities change immediately. Meetings are arranged, actions are accelerated and resources become available.

But prevention should not depend on an incident to create urgency.

Effective prevention requires organizations to create time and space for safety as part of normal operations, rather than treating it as an additional task competing with production priorities.

It also starts before equipment is installed or a process begins operating. Risk assessments, design reviews, management of change and methodologies such as HAZOP can help identify potential hazards at an early stage. The earlier a risk is identified, the more opportunities there are to eliminate it or reduce it through design.

There is a fundamental difference between reacting to a risk and designing a risk out of a process.

Understanding How Work Is Really Done

Prevention also requires us to understand how work is actually performed.

Procedures and risk assessments are essential, but they do not always capture every reality of the shopfloor. The people performing a task every day often have the clearest understanding of where difficulties arise, where workarounds develop and where a process can be improved.

For this reason, one of the simplest and most effective questions an HSE professional can ask is:

“Can you show me how you do this?”

From there, the task can be examined step by step. Why is each step performed this way? Why does the employee need to intervene at this point? What makes the task difficult? Could a step be eliminated, redesigned or automated?

I have seen situations where a safety intervention that initially appeared straightforward required a more detailed review of the actual working conditions. Stopping an activity when a safety concern is identified may be the right principle, but the conditions created by stopping the process also need to be understood. Factors such as residual heat, stored energy or other operational conditions can introduce additional risks.

The answer is not to compromise on safety. It is to understand the complete risk picture and find a controlled solution that addresses the hazard without creating another one.

This is why safety solutions should be developed together with the people who perform the work.

Designing Risk Out of the Workplace

The hierarchy of controls provides an important principle here: the most effective safety measure is often not asking people to behave differently, but changing the way the work is designed.

Automation, engineering controls and appropriately designed machinery can significantly reduce the need for human intervention in hazardous areas. The concept of “Zero Access” is a good example of this approach. Instead of relying primarily on the worker to avoid exposure to a hazard, the process is designed to eliminate or minimize access to the hazardous area.

However, even a well-designed engineering solution needs to work in the real workplace.

During the implementation of engineering controls, employees performing the work may identify practical issues that are not immediately apparent during the initial design. For example, an arrangement intended to prevent access to a hazardous area may make routine activities such as cleaning or maintenance unnecessarily difficult.

The answer is not to remove the protection or compromise the safety principle. It is to review the design and make appropriate adjustments while maintaining the required level of protection.

This leads to an important lesson in modern HSE:

A safety solution is only truly effective when it works both on paper and in the real workplace.

The people closest to the work should therefore not be viewed simply as the recipients of safety rules. They should be part of the process of designing better and safer ways of working.

Reporting Is Only the Beginning

The same principle applies to safety observations, unsafe conditions and near misses.

A strong reporting culture is valuable, but the number of reports alone does not define safety performance. Reporting should be the beginning of a learning process, not the end of one.

An organization should ask what caused the unsafe condition, why it existed in the first place and whether the proposed corrective action will prevent recurrence.

There is also an important difference between completing an action and solving a problem.

An action can be marked as closed while the underlying risk remains. Effective safety management therefore requires follow-up and verification of whether the solution actually worked.

Every observation, near miss or incident should provide an opportunity to understand the system better and make the workplace more resilient.

Safety and Productivity Should Not Compete

Another important lesson from my experience is that safety and productivity should not be treated as competing priorities.

A safe employee is not simply an employee who has avoided an accident.

A safe and engaged employee is more likely to understand the process, identify problems, report abnormalities, contribute ideas and perform work with confidence. When employees feel that their organization genuinely cares about their safety and provides the conditions needed to work safely, trust grows.

And trust matters for productivity.

Safety should therefore not be something that is “prioritized” only when there is a conflict. It should be integrated into operational decisions from the beginning.

Leadership Makes the Difference

Safety culture ultimately depends on leadership.

Management demonstrates the importance of safety not only through policies and statements, but through everyday decisions: whether sufficient resources are provided, whether improvement actions are given realistic deadlines, whether employees are listened to and whether production pressure is allowed to override safe working practices.

Employees quickly recognize the difference between an organization that talks about safety and one that genuinely supports it.

When workers see that their concerns are heard, that unsafe conditions are addressed and that their supervisors genuinely care about their wellbeing, they are more likely to participate actively in the safety process.

That is how trust is built.

Building the Industry of Tomorrow

The industry of the future will certainly be more automated, more digital and more technologically advanced. But technological progress alone will not define how successful it is.

The organizations that truly move forward will be those that combine technology with human involvement, prevention with learning, and operational excellence with genuine care for their people.

Modern Health and Safety is about moving from reaction to prevention, from rules to ownership, and from protecting people from risks to designing risks out of the workplace whenever possible.

The future of industrial safety will not be defined simply by how many rules we create or how many inspections we complete. It will be defined by how well we understand the work, how early we identify risk, how seriously we listen to the people doing the work, and how willing we are to improve before an incident forces us to act.

The strongest safety culture is not created when employees are constantly reminded to be careful.

It is created when people trust their leaders, when the workplace supports safe behavior, when their experience is heard, and when safety becomes part of the way work is done every day.

The goal is not to choose between safety and production.

The goal is to create a workplace where safe work is simply the way the work is done.
